What is Spring Enrollment?

The District offers qualifying health plan premiums (medical, dental, vision, flexible spending accounts) to be deducted from your pay on a pre-tax basis by operating its plan under Section 125 (a.k.a. Cafeteria Plan) of the Internal Revenue Service (IRS). Because the District operates under a Cafeteria Plan, the District is governed by the guidelines outlined in the IRS document, Tax Treatment of Cafeteria Plans. This limits when and what changes to elections can be made - for this reason, we have a Spring Enrollment period.

What changes can be made?

Please note, if you do not wish to make changes to your medical, dental, and/or vision elections for the 2022-23 plan year, no further action on your part is required for those plans. Flexible Spending plans require enrollment/re-enrollment each year - action is required. Change requests outside of the Spring Enrollment period will be subject to the limitations of the District’s Cafeteria Plan as outlined above.

Medical, Dental, and Vision Plans

During the District’s Spring Enrollment period, you may elect to enroll yourself or yourself and your eligible dependent(s) OR elect to drop yourself or yourself and your eligible, covered dependent(s) from the following plans:

Regence Blue Shield of Idaho (Medical)

Delta Dental (Spring Enrollment allows employees to switch between the Delta and Willamette Dental Plans).

Willamette Dental (Spring Enrollment allows employees to switch between the Delta and Willamette Dental Plans).

Vision Service Plan (VSP), administered by Ameritas

Health Care & Day Care Flexible Spending Account Plans

The District’s Spring Enrollment period is also your annual opportunity to enroll or re-enroll in the two flexible spending account plans:

Health Care Flexible Spending Account - Requires enrollment/re-enrollment every year

Allows participants to be reimbursed for qualified, out-of-pocket health expenses incurred during the plan year with tax-sheltered dollars.

Annual limit is $2,850 (Revenue Procedure 2019-44)

Day Care Flexible Spending Account - Requires enrollment/re-enrollment every year

Allows participants to be reimbursed for out-of-pocket child care expenses incurred during the plan year with tax-sheltered dollars.

Annual combined household limit is $5,000

How will I know if my elections have been accepted?

After you submit your changes, you will receive a notice to your District-provided email address from Human Resources outlining your changes. Be sure to review your changes and ensure they are correct. Per the Cafeteria Plan under which we operate, you are limited to when and what changes you can make once elections are made. If you have not received the aforementioned notice by the time you go off-duty in May, we highly recommend you check your District-provided email for this notice during your off-duty time. You can also access your Benefit Statement anytime by logging into ARCORO (formerly InfinityHR). Your Benefit Statement is located on your homepage.
