2024-25 Benefit Plan Year Summary of Changes
As previously announced on April 11, 2024, in the Memo | Joint Insurance Communique | Increase in Health Insurance Premiums, medical plan premiums will increase by 9.8%.
Willamette Dental plan premiums will increase by 2.9%. Additionally, there is an increase for the General or Orthodontic Office Visit from $10 to $15, and an increase for fillings “Covered with the Office Visit copay” to $20 per filling.
Voluntary Benefits through New York Life
New York Life premiums remain the same for Supplemental Term Life Insurance, Supplemental Accidental Death and Dismemberment Insurance, and Long Term Disability. During the 2024-25 Spring Enrollment event, employees may elect coverage for themselves and their spouses up to the guaranteed issue without having to submit an Evidence of Insurability form.
Current employees, spouses and/or dependents currently enrolled in supplemental life are able to increase up the guaranteed issue (GI) amount without having to complete an EOI. The employee GI amounts are the lesser of 7x’s the annual compensation to a max of $400k. Spouse GI amount is $20k. Any amounts above that would require that the employee submit an EOI.
Employees and Spouses not currently enrolled in supplemental life may enroll up to the GI amounts without having to submit an EOI. Any amounts above the GI would require an EOI.

What is Spring Enrollment?
The District offers qualifying health plan premiums (medical, dental, vision, flexible spending accounts) to be deducted from your pay on a pre-tax basis by operating its plan under Section 125 (a.k.a. Cafeteria Plan) of the Internal Revenue Service (IRS). This limits when and what changes to elections can be made - for this reason, we have a Spring Enrollment period.
What changes can be made?
Flexible Spending plans require enrollment/re-enrollment each year - action is required if you want to participate in either of these plans. If you do not wish to make changes to your medical, dental, and/or vision elections for the 2023-24 plan year, no further action on your part is required for those plans. Changes to your benefits outside of the Spring Enrollment period will be subject to the limitations of the District’s Cafeteria Plan as outlined in the Qualifying Life Event Guide.
Health Care & Day Care Flexible Spending Account Plans
The District’s Spring Enrollment period is your annual opportunity to enroll or re-enroll in the two flexible spending account plans:
Health Care Flexible Spending Account - Requires enrollment/re-enrollment every year
Allows participants to be reimbursed for qualified, out-of-pocket health expenses incurred during the plan year with tax-sheltered dollars.
2024-25 Annual limit is $3,200.
Day Care Flexible Spending Account - Requires enrollment/re-enrollment every year
Allows participants to be reimbursed for out-of-pocket child care expenses incurred during the plan year with tax-sheltered dollars.
2024-25 Annual combined household limit is $5,000.
Other Plan Changes:
During the District’s Spring Enrollment period, you may also elect to enroll yourself or yourself and your eligible dependent(s) OR elect to drop yourself or yourself and your eligible, covered dependent(s) from the following plans:
Regence Blue Shield of Idaho (Medical)
Delta Dental (Spring Enrollment allows employees to switch between the Delta and Willamette Dental Plans).
Willamette Dental (Spring Enrollment allows employees to switch between the Delta and Willamette Dental Plans).
Vision Service Plan (VSP), administered by Ameritas
Sun Life Accident Insurance You may only add this plan during Spring Enrollment, but you may discontinue the plan at any time.
Sun Life Critical Illness Insurance You may only add this plan during Spring Enrollment, but you may discontinue the plan at any time.
Voluntary Benefits included in Spring Enrollment
During the District’s Spring Enrollment period, you may also elect to enroll yourself or yourself and your eligible dependent(s) in the voluntary benefit plans listed below. You may enroll/drop these benefits at any time.

How to make election changes
To make changes during Spring Enrollment, including enrolling/re-enrolling in a Flexible Spending Account, visit ARCORO and click on Spring Enrollment from the drop down menu. Once you start this event, you will need to complete it for your benefit elections to be processed. If you start this event, and decide you don't want or need to complete it, please cancel the event.
To Login:
Visit ARCORO and enter your User ID and Password.
Your User ID is your Employee ID followed by the last five (5) of your social security number (SSN).
For example, John Doe's Boise School District Employee ID is 232556; His Social Security Number is 078-05-1120. John's ARCORO User ID would therefore be 23255651120.
Reset ID and Password
If you do not remember your password, navigate to ARCORO and click the Reset ID and Password link.
Follow the prompts to reset your password.
When do election changes take effect?
The changes you make during Spring Enrollment will take effect for the new plan year beginning September 1 and will run through August 31. Deductions for the new plan year will begin with your August paycheck.
How to confirm elections have been accepted
After you submit your changes, you will receive a notice to your District-provided email address from Human Resources outlining your changes. Be sure to review your changes and ensure they are correct. If you have not received the aforementioned notice by the time you go off-duty in May, we highly recommend you check your District-provided email for this notice during your off-duty time.
